GTCR Terms of Use & Disclaimer

Provisions in Sections 6–19 below apply to voluntary ownership registration and take effect upon the launch of registration (Phase 2). They have been prepared for review by counsel and are not legal advice.
Welcome to the Global Trading Card Registry (GTCR), an initiative of the Certified Trading Card Association (CTCA). By accessing or using GTCR, you agree to the following terms and conditions.
1. Purpose of GTCR
GTCR is a community safety and awareness platform intended to help collectors, retailers, marketplaces, grading companies, and hobby participants identify and report potentially lost or stolen graded trading cards, and to provide a voluntary registry for documenting ownership of graded cards.
GTCR exists to promote a safer, smarter, and stronger hobby through transparency and information sharing.
2. User-Submitted Information
GTCR includes information submitted by users, collectors, businesses, and third parties. Reports and registrations are based on information provided by the individuals and organizations submitting them.
By submitting any report or registration, you represent that the information provided is true and accurate to the best of your knowledge and that you reasonably believe you are entitled to make the submission.
GTCR reserves the right to:
- Review submitted reports and registrations
- Request additional supporting documentation
- Remove inaccurate, misleading, or fraudulent records
- Suspend or ban accounts for abuse or false reporting
- Investigate suspected fraudulent activity
3. "Reported Stolen" / "Reported Lost" Status
A card listed within GTCR as "Reported Stolen" or "Reported Lost" reflects a report made to GTCR and does not constitute a legal determination of theft, loss, criminal conduct, ownership, or wrongdoing.
GTCR and CTCA do not act as law enforcement, arbitrators, courts, or legal authorities.
Users should independently verify information and conduct appropriate due diligence when buying, selling, trading, consigning, grading, or otherwise transacting in collectibles.
4. No Guarantee of Accuracy or Recovery
While GTCR implements safeguards intended to improve accuracy and reduce abuse, CTCA and GTCR do not guarantee the completeness, accuracy, reliability, or timeliness of any report, registration, or registry information.
GTCR does not guarantee:
- Recovery of lost or stolen cards
- Prevention of fraud or theft
- Accuracy of all submitted claims or registrations
- Ownership verification in every case
- That any registration reflects current or legal ownership
Use of GTCR is at your own discretion and risk.
5. False Reporting & Abuse
Knowingly submitting false, misleading, fraudulent, or malicious reports or registrations is strictly prohibited.
CTCA reserves the right to:
- Remove reports or registrations
- Suspend or permanently ban accounts
- Restrict platform access
- Refer matters to law enforcement
- Pursue legal remedies when appropriate
6. Voluntary Ownership Registration; Registration ≠ Legal Title
Voluntary card registration allows a user to create a registry record for a graded card they claim to own. Participation is entirely voluntary.
A GTCR registration is a community-facing record of a claim of ownership. It is not a certificate of title, a bill of sale, a certificate of authenticity, a lien release, or any other legal instrument. Registration does not create, transfer, prove, or constitute legal title, ownership, or any property interest in a card.
GTCR does not adjudicate ownership. A registration record confers no legal rights against any person or entity and is not admissible proof of ownership in any proceeding. Registration does not guarantee that a card is genuine, unaltered, unencumbered, or lawfully possessed.
7. Documentation Review ≠ Legal Determination
GTCR may assign verification levels (for example, "Registered," "Documentation Reviewed," or "Source Verified") to reflect whether certain documentation was submitted and reviewed for completeness.
Any documentation review is an administrative completeness check only. It is not a legal determination of ownership, authenticity, theft, right to possess, or title. A "Documentation Reviewed" or "Source Verified" indicator is not a warranty, certification, or guarantee of legal ownership or title, and does not represent that the submitted documents are authentic or that their contents are true.
GTCR does not independently authenticate submitted documents or investigate the truth of their contents beyond a completeness review.
8. Ownership Disputes
If two or more parties claim an interest in a card, GTCR may annotate the record, flag it as disputed, suspend it, or remove it from public display pending review.
GTCR does not decide ownership disputes and does not determine which party is correct. Parties should resolve disputes through negotiation, law enforcement, or the courts. A "Disputed" flag is not a determination that any party is right or wrong.
9. Fraudulent Registrations
Registering a card the user does not own, submitting forged or stolen documentation, or attempting to create a false provenance record is strictly prohibited. Such conduct may give rise to removal of the record, account suspension or termination, referral to law enforcement, and civil or criminal liability.
10. Corrections to Registry Records
If you believe a report or registration is incorrect, listed in error, or disputed, you may contact GTCR to request a correction. CTCA reserves sole discretion to investigate, modify, annotate, or remove records based on available information, and is not obligated to make any particular change.
11. Transfers of Registration; Transfer Representations
A transfer of a GTCR registration transfers the registry record, not legal title to the card. A transfer does not convey, warrant, or guarantee ownership, authenticity, or clear title.
By initiating a transfer, the transferring user represents that, to the best of their knowledge, they are entitled to transfer the record, the card is not reported stolen, and the transfer is not being used to conceal fraud, theft, or a disputed sale.
GTCR is not a party to any underlying sale or trade, provides no escrow or payment services, and takes no responsibility for the underlying transaction. Recipients should conduct their own due diligence before accepting a transferred record.
12. Suspended or Frozen Records
GTCR may suspend or freeze a registration or report pending a dispute, investigation, lawful legal request, or suspected fraud. A suspended or frozen record may display a limited status and generally cannot be transferred while suspended. Suspension is an administrative measure and is not a determination of wrongdoing.
13. Deceased Owners and Estates
Where a registered owner is deceased, an executor, personal representative, or authorized heir may request transfer or removal of the registration. GTCR may require appropriate documentation, such as a death certificate or letters testamentary, and reserves discretion to approve or deny such requests. GTCR does not adjudicate estate disputes.
14. Chargebacks and Reversed Transactions
GTCR is not a payment processor and is not a party to any payment between users. Registration or transfer records do not resolve, guarantee, or reverse payment disputes, chargebacks, or reversed transactions. Parties must resolve payment issues directly with each other, their payment processor, or their bank. Upon request with supporting evidence, GTCR may annotate a record to reflect a known dispute, but will not adjudicate the payment claim.
15. Stolen Property Recovery
GTCR is an informational registry. It does not recover cards, facilitate restitution, or guarantee the return of any card. Recovery of lost or stolen property is handled by owners, buyers, law enforcement, and the courts. GTCR may update a record's status to "Recovered" upon appropriate evidence, but such an update is not a determination of legal ownership.
16. Indemnification
To the fullest extent permitted by law, you agree to indemnify and hold harmless CTCA, GTCR, and their officers, employees, volunteers, affiliates, and partners from any claims, damages, liabilities, costs, and expenses (including reasonable attorneys' fees) arising out of or relating to your submissions, registrations, transfers, or misuse of GTCR, or your violation of these Terms.
17. Privacy of Registration Records
By default, owner identity associated with a registration is kept private. Public registry lookups display only that a card is registered and its verification level, not the owner's name or contact information, unless the owner has expressly chosen a public-identity preference. Private registration data is stored securely and access is restricted. This privacy protection is subject to Sections 18 and 19.
18. Subpoena & Law-Enforcement Disclosure
GTCR may disclose reports, registrations, and associated records — including otherwise private owner information — in response to a lawful subpoena, court order, search warrant, or other valid legal process, or to comply with applicable law or to protect the rights, property, or safety of GTCR, its users, or others. Where permitted, GTCR will endeavor to provide notice of such disclosure, but notice may be delayed or withheld if prohibited by law or if GTCR determines notice is not appropriate.
19. Data Retention
GTCR retains reports, registrations, transfers, and related records for as long as necessary to provide its services and to maintain a historical provenance record. Records may be retained even after removal from public display for audit, fraud-prevention, dispute-resolution, and legal-compliance purposes. You may request deletion of your data where permitted by law; however, GTCR may retain records to comply with legal obligations, protect against fraud, or enforce these Terms.
20. Limitation of Liability
To the fullest extent permitted by law, CTCA, GTCR, its officers, employees, volunteers, affiliates, and partners shall not be liable for any direct, indirect, incidental, consequential, reputational, financial, or other damages arising from use of GTCR or reliance upon any information contained within the platform, including reliance on any registration, verification level, or transfer record.
Users assume full responsibility for decisions made based on GTCR information.
21. Changes to These Terms
CTCA reserves the right to modify these terms at any time. Continued use of GTCR constitutes acceptance of any updated terms.
